Scott wasn’t old enough to buy a six-pack of beer, but at 18 he could take the exam to become a boat captain and take up to six people out fishing. He took the exam the morning of his 18th birthday and passed. I’m sure other people did the same on their birthdays, but for at least a day he was the youngest skipper.
